The short answer
Pick Georgia first if you want mountains, wine country, easy vegetarian food and a lower daily spend.
Pick Azerbaijan first if you want a polished, modern city, simpler flight options and a short city break with a few unusual day trips.
Have 8 days or more? Do both. Fly between Tbilisi and Baku, because the land border is not open to foreign tourists.

| Ideal trip length | 5 to 7 days | 4 to 5 days |
Georgia and Azerbaijan share a region and a flight path, but they are very different trips. One is green, hilly and built around wine and long tables. The other is oil-rich, tidy and a little dramatic. Indian travellers often ask which to book first, and the honest answer depends on what you want to do each day.
We have sent travellers to both for years, so this comparison sticks to what changes your decision: entry rules, money, weather, food and the sights that justify the flight. If you already know your pick, jump straight to the packages: Georgia tour packages and Azerbaijan tour packages.
Visa rules for Indians: Georgia vs Azerbaijan
| Georgia | Azerbaijan | |
| Visa needed? | Yes, unless you hold a valid visa or residence permit from a qualifying country | Yes, for all Indian passport holders |
| Visa-free route | Valid US, UK, Schengen, Canada, Australia, Japan, South Korea, New Zealand, Israel, Ireland or GCC visa or permit | None |
| Visa on arrival | No | No |
| Portal | evisa.gov.ge | evisa.gov.az |
| Fee | USD 20 + 2% service fee, plus a USD 15 verification fee | USD 20 + service charge (USD 5 to 9), so about USD 25 to 29 |
| Processing | About 5 working days | About 3 working days; urgent service costs more |
| Stay | Up to 90 days in 180 on the visa-free route; e-Visa length varies | Single entry, 30-day stay, usable within 90 days of issue |
Apply two weeks before travel for either country. It costs nothing to be early.
Georgia's visa-free rule has conditions. Some guides list 30 days, most list 90, and Gulf residents need a residence permit with at least a year left. Carry the original visa and confirm the current wording on the official portal.
Fees differ slightly between sources because of service charges. Only pay on the official portals linked above.
Entering the Schengen area on the way? See our guide to airport layover rules for Indians before you book a connection.
Getting there, and whether you can combine both
From India, both countries are a one-stop trip in most cases. Flights to Baku are often simpler, while Tbilisi usually means a connection through the Gulf or Istanbul. Fares move a lot by season, so compare both before you commit.
The more useful detail for planning is the border. A travel writer's update from September 2026 says Azerbaijan's land border with Georgia is still closed to foreign tourists. The practical way to do both is to fly between Tbilisi and Baku, which takes just over an hour. Check the latest status before you book, because border rules can change quickly.
Which is cheaper, Georgia or Azerbaijan?
Georgia is cheaper for most travellers. Hotels, restaurant meals and day tours cost less in Tbilisi than in Baku, and the gap is widest at the mid-range. Independent guides put Georgia at roughly USD 50 to 95 a day for comfortable travel, against about USD 70 to 120 in Azerbaijan.
| Per person per day | Georgia | Azerbaijan |
| Budget | USD 30 to 50 | USD 30 to 55 |
| Mid-range | USD 50 to 95 | USD 70 to 120 |
| Comfort | USD 100 to 150 | USD 120+ |
Where your money goes: a khinkali-and-wine dinner in Tbilisi is cheap by European standards, while Baku's central hotels and restaurants price like a business city. For payments in either country, UPI does not work, so carry a forex card and some cash. Our guides on the best forex cards for Indians and where UPI works abroad cover the details.
Best time to visit: Georgia vs Azerbaijan
| Season | Georgia | Azerbaijan |
| Spring (Apr to Jun) | Excellent from May. Green, mild, some short showers | Excellent. Comfortable for Baku and Sheki |
| Summer (Jul to Aug) | Tbilisi is hot, so go to the mountains or Batumi | Baku is hot and humid on the coast; head inland |
| Autumn (Sep to Oct) | Best overall. Grape harvest (rtveli) in Kakheti | Excellent and less crowded |
| Winter (Nov to Mar) | Quiet and cheap in cities; Gudauri for skiing | Mild but windy; museums and indoor sights work well |
If you are planning for October, Rtveli is happening now in Kakheti, which makes Georgia a strong pick this month. Our best time to visit Tbilisi guide has the month-by-month detail, and Georgia in summer covers the hotter months.
Tbilisi vs Baku: the two capitals
Tbilisi
Tbilisi is lived-in and a little shabby in the best way. Wooden balconies hang over narrow lanes, sulfur bathhouses sit under the old town, and Narikala Fortress watches over it all. Evenings belong to wine bars and courtyards, which is why our guide to Tbilisi's cafes and bars is one of our most-used pages.
Baku
Baku looks designed. The medieval walled Old City (Icheri Sheher) is a UNESCO World Heritage Site, and a short walk away, the Flame Towers, about 182 metres tall, light up like fire at night. The Caspian promenade is great for evening walks. For a quick list of must-sees, see our 5 sights in Baku.
Prefer Tbilisi if you like atmosphere over polish. Prefer Baku if you like clean boulevards and big architecture. You can browse city packages for Tbilisi and Baku.
Beyond the capitals: what each country does best
Georgia: mountains, wine and coast
Kazbegi (Stepantsminda): the Gergeti Trinity Church under Mount Kazbek is the postcard shot. Our hiking in Georgia guide lists seven trails, from easy valleys to multi-day treks.
Kakheti: the wine region is about 90 minutes from Tbilisi. Georgia's traditional qvevri winemaking is on UNESCO's intangible heritage list. Start with our Georgia wine tour guide.
Batumi and Kutaisi: beach and nightlife on the Black Sea, plus caves and monasteries inland. See the 15 best cities in Georgia.
Azerbaijan: strange landscapes and old caravan towns
Gobustan: about 60 km from Baku, with UNESCO-listed rock carvings and bubbling mud volcanoes. Azerbaijan has roughly half of the world's mud volcanoes.
Yanar Dag: a hillside that has burned for decades from natural gas. It is best at dusk. Read more in our Yanar Dag guide.
Sheki: a hill town known for its Khan's Palace and caravanserais, and a UNESCO-listed historic centre. It is a long day trip, so many travellers stay overnight. See our Sheki guide.
Naftalan: the oil-bath resort is around 330 km from Baku, about four to five hours by road. Treat it as a separate trip, not a quick add-on.
Food, especially for Indian vegetarians
Georgia is the easier country if you do not eat meat. Cheese bread (khachapuri), bean stew (lobio), eggplant with walnuts, and pkhali spinach balls are everyday vegetarian dishes. Our Georgian food guide explains what to order.
Azerbaijan leans on meat. Plov, kebabs, dolma, and stews are central, and tea is served constantly. Vegetarians can eat well on vegetable dishes, herbs, bread and cheese, but should ask about broth and meat fillings. Our Azerbaijan food guide has a full list.
Strict Jain travellers need advance planning in both countries because onion and garlic are common. See our honest guide to food restrictions abroad and the ranking of best countries for vegetarians.
Safety and practical notes
Both countries are widely treated as safe for tourists, with normal city precautions. Check the latest advisory from India's Ministry of External Affairs before booking.
In Georgia, do not travel to Abkhazia or South Ossetia. In Azerbaijan, stay on standard tourist routes and avoid areas near former conflict zones.
Currencies are the Georgian lari (GEL) and Azerbaijani manat (AZN). Carry some cash for small shops and taxis.
Buy cover before you fly. Our travel insurance guide for international trips explains what a policy should include.
